Call for experts on hate speech

The Facing Facts Network is a multi-disciplinary and inter-institutional group of members that works to better understand and address hate crime and hate speech in Europe through research, training and advocacy. We are seeking experts who can support the development of an e-learning course on hate speech.  

The course seeks to look into new challenges and regulations affecting the work of diverse actors in the field of (online) hate speech. 

Tentative learning objectives of the course to be discussed over the course of the first meeting:  

  • Define the hate speech concept and its main categorisations (online/offline, illegal, criminal, harmful)  
  • Demonstrate an understanding of the impact of hate speech on individuals and communities by quoting relevant reports and statistics; 
  • Provide an overview of international frameworks on addressing hate speech, including key legal, policy and ‘soft’ standards with specific focus on the Digital Services Act.  
  • Apply international policy framework to their contexts.  
  • Analyse the impact and implications of international obligations on their work and those of their national stakeholders 
  • Map out the key actors of their national hate speech response systems 
  • Assess the relationships among/with relevant stakeholders and identify strategies for more effective multi-stakeholder collaboration  
  • Elaborate a measurable action plan for their hate speech work 

The course will be delivered on the e-learning platform Facing Facts Online.  

The experts will be subcontracted for a minimum of 2 working days between October and December, 2023. Terms and conditions of the engagement of each expert to be discussed after the first introductory meeting. Application deadline: October 19th, 2023. The experts will contribute to the following activities:   

– Two 3-hour online meetings on the mornings of 31 October and 28 November  

– Provide feedback on the outline and scoping documents for the e-learning course. 

– Help build an understanding of target learners, their needs and motivations. 

– Help identify relevant topics for the target learners 

– Based on what agreed during the first online meeting, develop content (readings, lectures, quizzes and, potentially, video interviews) for the e-learning course during the month of November 

– Identify and facilitate the participation of key organisations/individuals in the piloting of the e-learning course. 

Expert fee varies depending on experts’ seniority/experience.
