SafeNet project: Factsheet for August

European partners are implementing a 24 month project SafeNet: Monitoring and Reporting for Safer Online Environments.
Joining 21 partners and coordinated by INACH (International Network against Cyber Hate), the project focuses on continuous monitoring and reporting hate speech content to the IT companies and responsible authorities and awareness raising by regular advocacy towards the social media companies, providing consolidated and interpreted data to national authorities as well as running national bi-monthly information campaigns involving different stakeholders, including IT companies, public authorities, civil society organisations and media.
Since the project was launched, CEJI has recorded a total of 333 cases, 150 of which were reported in August. A significant proportion of these recent cases (37.33%) involve multiple motives. In the majority of these cases, gender-based hatred intersected with other biases. The presence of multiple motives highlights the need for an intersectional approach to understanding, analysing and addressing hate speech.
During the monitoring period, TikTok dealt with all reported cases within 24 hours, in line with the commitment set out in the “Code of Conduct for Combating Illegal Online Hate Speech online”. On Facebook’s side, the decision was notified, but Facebook was often too slow. As for YouTube and X
(formerly Twitter), they do not send notifications of reported content. As a result, not all platforms removed illegal content, which was then reported – and in some cases removed – by trusted flagger channels.
