Hate crime and hate speech motivated by racism, xenophobia, religious intolerance, homophobia, transphobia and disablism are a daily reality in Europe. However, most countries do not effectively monitor hate crimes or take the necessary steps to counteract it. Nor are victims provided with essential support. The Facing Facts Online course on monitoring hate crime builds civil society capacities to set up effective monitoring systems and responses to the problem.

In this course, you will develop a better understanding about the nature and impact of hate crime, and you will be equipped with tools to accurately monitor their occurrence.  We will review many of the challenges to gathering information about incidents and share statistics and strategies to address them. You will also map out the wide range of resources available to you even after your successful completion of this course.  

The variety of our learning methods and depth of interaction make this course unique. You will have the opportunity to network and learn together with peers from many countries, with the support of online tutors. Video presentations, research exercises, ‘in-conversation’ pieces with key practitioners, quizzes, and discussion forums, links to resources, practice examples and case studies, all comprise our methodology.

  • Understand and meet the needs of victims who want to report hate crimes
  • Understand the main sources and categories of hate crime data
  • Identify the most common bias indicators across a range of bias motivations and types of hate crime

Week 1: Orientation

Week 2: The basics of hate crime monitoring

  • Get an overview of the course
  • What is hate crime? Adopting a monitoring definition
  • Start to think about the impact of hate crime on victims and communities
  • Start to develop a common language and terminology to use throughout the course
  • Learn about sources of information on HC

Week 3: Victim support

  • Explore the impact of hate crime on victims
  • Explore what is needed to establish basic safety and support standards for supporting victims of hate crime
  • Explore key principles of supporting victims to report hate crimes
  • Understand the relevant legislative and international standards for supporting victims of hate crime

Week 4 and 5: Data collection, classification and analysis

  • Develop the capacity to identify bias motivations and indicators
  • Be able to classify and effectively analyse hate crime data and information
  • Start to think about how hate crimes and incidents will be recorded and analysed in your own work

Week 6: Reporting on hate crime

  • Assess the quality and quantity of recorded data for reporting purposes
  • Identify the report’s target group
  • Set the criteria for strategic data selection for reporting purposes
  • Ensure the consistency of the report with the organisation’s monitoring process To prepare a hate crime report and set up a dissemination strategy


By completing the two optional modules of this course you can take the opportunity to indentify:

  • How you can use data to advocate for better prevention and responses by the authorities
  • Your strategic goals for development in this area, specific actions to take you and your organisation forward

Week 7: Advocacy, activism, and strategic planning [OPTIONAL]

  • Get an understanding of the relationship between data collection, reporting and advocacy to tackle hate crime
  • Consider the elements needed for an effective advocacy strategy
  • Gain the basics for strategic planning and setting of advocacy objectives
  • Consider new elements and opportunities that could support your advocacy strategy
  • Consider ways in which to develop and improve cooperation with specific stakeholders

Week 8: Action Planning [OPTIONAL]

In this module we review the key learning from the course. Then we get practical and start to: 

  • Identify specific actions to take you and your organisation forward.
  • Review your learning and work over the course to start to identify and clarify your goals and actions yourself and if it is relevant, with your colleagues back in the office.
  • Confirm your plans and share at least three objectives and related actions with each other.
  • Finalise your plan and share it with the Facing Facts Online team.


Everyone who completes the course's activities and passes the assessments will receive a Facing Facts Online RED Badge. The RED badge is awarded for completing all the sections of the course, taking part in the discussion forums and passing the final assessment.

Those of you who complete also the optional modules on advocacy and action planning will receive a Facing Facts Online GOLD Badge. To get the GOLD badge you have to complete the red badge activities, complete module 5 and 6, design and submit your action plan, with the help of a tutor. 



The badges are an electronic record of your achievements on the course and can be shared digitally with your colleagues, funders, and prospective employers. The badge can be also shared on your LinkedIn page.
